The Government of Gujarat has always strived to improve the quality of primary education.  The role and work of the state government has been commendable in terms of projects like Sarva Shiksha Abhiyan, Madhyahan Bhojan Yojana, Rashtriya Madhyamik Shiksha Abhiyan and the commitment of the state government to implement the Right to Education Act.  It is only through the efforts of the state government that a very good achievement has been achieved in enrollment and stabilization at the primary education level.

The Government of Gujarat has initiated a series of measures affecting the quality of education imparted to students to achieve visible and measurable positive change in improving the educational standard of schools across the state.  Quality primary education, concern about educational outcomes, responsibility and sensitivity of the teaching community (teachers) as well as active participation of the society, all these factors have led to an improvement in the level of education.

The special state-wide School Admission Campaign – School Admission Ceremony has seen an increase in the number of students enrolling in schools.  In addition, various initiatives such as CM’s Kanya Kelvani Nidhi, Vidya Lakshmi Bond Yojana, Vidya Deep Yojana, recruitment of teachers and principals, and construction of infrastructure in schools by building commuter labs, school rooms and sanitation blocks have been successfully implemented.

It was at this stage that it was realized that outreach and school improvement efforts alone were not enough.  Meaningful quality education is essential for the further success of students in the classroom.  Lack of quality education results in poor academic results at every level of education which is a major challenge in education.

Going beyond all these achievements, the aim of this mindset is to focus on quality issues.  There is a need to focus on this raw material that remains in quality education with a sense of responsibility and greater social participation with awareness of quality education.  To this end, the Government of Gujarat has launched an annual evaluation program, Gunotsav, for all schools.

Gunotsav is a unique initiative of the state in which the quality of primary education is evaluated and strengthened through the centralization of all branches and levels of the education department and the participation of all the administrative departments of the state.  As a unique program of ‘Student Assessment’, which covers students from all government primary schools, ashram schools and grant-in-aid schools in all the districts of the state, in addition to the aspect of the remedial education campaign,

Every year Chief Minister, Cabinet and State level Ministers and more than 3000 officers / office bearers including IAS, IPS.  I.F.S.  And government employees of class 1 and 2, conduct an educational evaluation of primary schools in three days.  ‘Gunotsav’ helps in raising awareness about quality education in the society as well as helps policymakers and administrators to better understand the true state of affairs and activities of government schools.

With the efforts up to Merit 8 we have been able to prepare the individual result of each student from the state level, which has made it possible to know how much progress the student has made.  Thus, even intensive therapeutic work for students who do not make the expected progress has become possible due to child tracking.

Thus, all possible steps have been taken to make the current Merit Program not just an evaluation program but a program for continuous improvement.  Given the success story of the Gunotsav program, there is no doubt that the Gunotsav program has been largely successful in enhancing the educational quality of government and aided schools of the Gujarat government.

The results of the surveys show that efforts to provide quality education to students still need to be improved.  Instead of conducting assessments in schools once a year, schools should continue to receive regular feedback and help to guide and create a safe and healthy learning environment;  There is a need to ensure that the teaching-learning process becomes more effective as well as that students achieve the expected learning outcomes well.  Hence the need to upgrade the existing quotient to quotient 2.0.

What is the Merit 2.0 program?  The Government of Gujarat has been organizing Gunotsav program for all government and grant aided schools since 2009.  Given the implementation and results of the Gunotsav program for nine consecutive years, there has been a need to change the Gunotsav program.

A committee was constituted under the chairmanship of retired Chief Secretary Shri Sudhir Mankad after Gunotsav-5 to consider intensifying the Gunotsav program by the state government which also made recommendations regarding short-term and long-term changes in the Gunotsav program.  Gunotsav 2.0 was launched in the year 2019 keeping in view the fact that if the school receives regular nutrition and help in its place, the quality of the school will increase and the opportunities for continuous improvement will increase.

Gunotsav 2.0 was developed as a school accreditation program. Upgrading the Gunotsav program to Gunotsav 2.0, the following changes have been considered in the whole process of Gunotsav.  Merit 2.0 aims to be consistently helpful in identifying areas for school improvement through school evaluation, taking into account the established standards in the world from a local perspective.

This program will help schools to prepare a school development plan that will ensure continuous and sustainable development of the school.  The Gunotsav 2.0 program is a quality dynamic program that provides support throughout the year for schools to continue to move beyond their current level.  The Gujarat School Quality Accreditation Council (GsQAC) was established in the year 2010 by the Government of Gujarat for the purpose of institutionalizing the process for quality check of schools keeping in view the experience of the Merit Program.

This organization is currently operational.  GSQAC will continue to work for continuous quality improvement of schools as an autonomous body under the Department of Education.  Under Merit 20, the schools will be accredited in phases with the accreditation framework prepared keeping in view the global standards and various quality initiatives of the state government.  Throughout the year, schools will be evaluated based on certain criteria and assistance will be provided to schools to achieve the objectives of the school development plan according to their individual needs.
