Gujarat government has always been striving to improve the quality of education. A program called ‘Goonotsav’ was implemented in the year 2009 with the aim of progressive improvement in the quality of school education with awareness of quality education in the education system and social participation at the local level. Along with the new trends in education and the changes in the world of education, the Gunotsava program has also been constantly changing and evolving. That is why the series of Gunotsav program held from 2009 to 2018 has also done the task of motivating the entire country towards school quality determination and improvement.

The experience of the Gunotsava program series made it clear that for the achievement of the highest quality in schools it is necessary to focus on the quality of the process of schooling programs and also on the quality of the teaching-learning process.

There has been constant reflection at the state level for more effective implementation of a well-conducted and successful Gunotsav program which resulted in the idea of ​​Gunotsav 2.0, an enhanced form of Gunotsav in 2019, which was realized in the same year. It was given to the Gujarat School Quality Accreditation Council (GSQAC) with a view to identifying a specific body for the Gunotsav program in the form of Gunotsav 2.0. The responsibility of the director of this institute was entrusted to the director of Gujarat Educational Research and Training Parishad (GCERT). In this way, GCERT got the procedure of Gunotsav 2.0 and GCERT started school accreditation in the form of Gunotsav 2.0 from the year 2019-20.

From the year 2019-20, the plan for external evaluation of all schools in the state through school inspectors under Gunotsava 2.0 (School Accreditation) was implemented. By the year 2023-24, four rounds of Gunotsava 2.0 (School Accreditation) have been completed in all government schools in the state. Online report cards have been made available to schools at the end of each round. From the year 2023-24, all government and aided secondary and higher secondary schools in the state have been included in Gonotsav 2.0 (School Accreditation) and these schools have completed a round of school accreditation and made their report cards available online.

Gunotsava has been a dynamic program since its inception. The Gunotsav program started in the year 2009 was a mission program. In which approximately 30% of government primary schools of the state were externally evaluated during three days decided by the state level every year. In which state office bearers and officials worked as assessors.

External evaluation of all government primary as well as government and aided secondary and higher secondary schools in the state by means of a special cadre (School Inspectors) of persons having experience in school level teaching and management of gunotsav implemented from the year 2019-20 for 2 school accreditation in Gunotsav 2.0 programme.

During this period, the National Education Policy 2020 was announced at the national level and the necessary changes or innovations in the education system of the country started to be implemented according to the recommendations of the policy. Gujarat is also committed and striving to implement the various recommendations made in the policy to improve educational quality. As prescribed in the National Education Policy 2020, the Gujarat Council of Educational Research and Training (GCERT) has formulated a school accreditation framework for the accreditation of schools in the primary section as well as secondary and higher secondary sections in consultation and collaboration with all stakeholders.

The National Education Policy 2020 prescribes a system for ensuring quality in schools at every stage of school education with opportunities for schools to improve through self-evaluation. In addition, the policy expects more autonomy, accountability and transparency from the school side. The School Accreditation Program will be implemented with a new implementation plan from 2024-25, focusing on these recommendations.
